For a new blog, "do-follow" backlinks through commenting on other blogs is not only good, it is also natural.

Here's a scenario to illustrate why: say you read an interesting article on site A that you really like; then a few days later you find another related article on site B. • Create some real relationships with other bloggers, influencers, companies, agencies, and most certainly your own readers.
• Go ahead and do commenting. Again, comment when you truly have something to say. Not for the links. Do whatever you think works, but fire up your analytics and see what's working and what's not. Then decide what really works for you.
• If you want to build links, do guest blogging. When approaching guest blogging, don't do it for links. Do it because you are passionate, and you want to make a difference. See how it rolls?

In theory it is good. But since Google's recommendation is that you nofollow links on your site you don't have control over (e.g. links in user generated content like comments) - the site that allows you to put dofollow links to comments are probably gonna be penalized sooner or later and through that you can be affected too, especially if you use a lot of this.

In order increase your blog rank, try to get the backlinks from the sites which are already having very high rankings. You must use the comment strategy but do it wisely ie. Post your link only on the related blogs or according to your target audience.
